In the 2014 session of the Idaho Legislature, Brad Wills will amend existing state statute providing for a more equitable process for assessing water and sewer connection fees. Developers support fees to allow growth to pay for itself but the collecting of fees beyond the actual cost of providing the capital improvement is an improper use of funds collected.
At the 2013 session of the Idaho Legislature, Brad wills successfully lobbied an amendment to the Site Improvement Exemption creating additional guidelines for county assessors to follow the intent of the original bill passed in 2012
